The Power of a Utility Bill – The True Breeder’s Cup


Many identity systems today use prior government issued credentials as a means of verifying identity for the issuance of subsequent and seemingly more secure credentials. This is a tale of the flaws in that approach. Basically, anyone using any name (their own or one they’ve stolen) can get the most secure government issued credential by doing little more than self-certifying who they are – even if they are lying. It is easy to leverage a utility bill into a U.S. passport. The process is laid out below.

Step 1 – Pick a Name, Any Name
Use that name to create an account with a utility company.
Get a utility bill at the address of your choice.

Step 2 – Register to vote.
From the Commonwealth of Virginia DMV website:
If you are registering for the first time by mail, federal law (the Help America Vote Act) requires you to provide identification. To avoid delays, please enclose a copy of one of the following documents that shows your name and address with your application: (1) current and valid photo ID, (2) current utility bill, (3) bank statement, (4) government check, (5) paycheck, or (6) other government document.

Step 3 – Get a Library Card (Some states, Idaho, for example, accept library cards for identification.)

Step 4 – Get a Birth Certificate
There are states that will issue certified birth certificates based on no additional information (Alabama, for example), or by using a current voter registration and a library card (Idaho, for example).

Step 5 – Get a State ID or Drivers License

Use this guide to determine which documents you will need to bring with you to DMV when you apply for a Virginia driver's license, learner's permit, commercial driver's license (CDL) or ID card. Please make sure to enter correct information in order to obtain an accurate list.

• Identity (utility bill, voter registration)
• Legal presence in the United States (birth certificate)
• Social security number, if you have been issued one
• Virginia residency (utility bill, voter registration)

Optional Step 6 – Get a Duplicate Social Security Card

Evidence of Identity
You must provide current, unexpired evidence of identity in your legal name. Your legal name will be shown on the Social Security card. Generally, we prefer to see documents issued in the U.S. Documents you submit to establish identity must show your legal name AND provide biographical information (your date of birth, age, or parents' names) and/or physical information (photograph, or physical description - height, eye and hair color, etc.). If you send a photo identity document but do not appear in person, the document must show your biographical information (e.g., your date of birth, age, or parents' names). Generally, documents without an expiration date should have been issued within the past two years for adults and within the past four years for children.
As proof of your identity, you must provide a: U.S. driver's license; or U.S. State-issued non-driver identity card; or U.S. passport

Step 7 – Get a U.S. Passport
Now that you have proof of citizenship (U.S. birth certificate), and a state issued proof of identity, you can get a real U.S. Passport.

• Three letters of Authorization
• Proof of Citizenship

Step 8 – Any form of government issued ID is obtainable by leveraging a utility bill, this includes a level IV PIV card or any HSPD-12 compliant ID.
